Obituary for Frances Dugger

Frances Carter Dugger, daughter of the late John and Ida Carnohan Carter, died on March 13, 2019 from multiple myeloma and related complications. Frances was born on March 31, 1930 in Spotsylvania, Virginia.

She graduated from Spotsylvania High School, Mary Washington College of The University of Virginia, and did graduate work at The University of Virginia and George Mason University.

In 1953 she married Robert E. Dugger, who survives at the home. For 36 years, Frances was a teacher for the Fairfax, VA. Public School System. She had a great love of children and through the years kept in touch with many of her prior students.

Frances enjoyed family life with her husband Bob and their daughter Jennifer. One of the delights of her life was her granddaughter Richelle. Frances also enjoyed reading, cooking for special occasions, traveling, playing bridge, and attending First Baptist Church of Jefferson City. She was known for her kind and sweet personality, her bright outlook on life, her love of being with family and her many friends, and the delicious and creative cakes she baked for church and social events.

In October 1999, she moved with her husband from Virginia to Jefferson City to be near Jennifer and Richelle. She enjoyed Jefferson City and made many new friends there. Frances was a member of Newcomers Club, X-Club, Wednesday and Thursday Bridge Club, First Baptist Church and its Irwin Sunday School class.

Survivors include: her loving husband of 65 years Robert Dugger; her daughter, Jennifer Dugger Perry of Jefferson City; her granddaughter, Richelle Alexandra Perry of St. Louis; brother-in-law, Carl Dugger; sister-in-law, Virgie Dugger; dear friends, Bettie and Jim Wiltshire of Fredericksburg, Va.; and many nieces and nephews.

She was preceded in death by: her parents; four sisters and two brothers.

Visitation will be held at the First Baptist Church in Jefferson City Mo., from 2:00 p.m. to 3:00 p.m. Sunday, March 17, 2019.

A funeral service will be conducted at 3:00 p.m. Sunday, March 17, 2019 at the First Baptist Church with the Reverend Rod Maples officiating. Interment will follow at Riverview Cemetery.
