Obituary for Willard Clarence Reine
Mr. Willard Clarence Reine, 85, of Jefferson City, MO, passed away on July 23, 2020 at Primrose Retirement Community.
He was born on April 19, 1935 in Knob Noster, MO, a son of John Alfred Reine and Evelyn Lee Estes Reine, both deceased. He was married on June 1, 1957 at the Lebanon Baptist Church in McGirk, MO, to Lois Lee Allee, who preceded him in death on September 30, 2014.
Willard received a Bachelor of Science Degree from Central Missouri State University in 1957 and a Juris Doctor Degree from the University of Missouri-Columbia School of Law in 1960. While in Law School, he was employed by the Missouri Supreme Court as Assistant Librarian in the Supreme Court Library.
After graduation, Willard was admitted to the Missouri Bar in 1960. He practiced law in East Prairie and Charleston, Missouri with the firm Hearnes and Reine. He was Assistant Prosecuting Attorney of Mississippi County and City Attorney for the cities of East Prairie and Anniston. Willard was also Assistant General Counsel of the Missouri Division of Insurance and the first General Counsel in the Department of Revenue.
Governor Warren E. Hearnes appointed Willard as a Commissioner of the Public Service Commission for a seven-year term beginning April 15, 1968. He served as Vice Chairman of the Commission for three years. Willard was also a member of the National Association of Regulatory Utility Commissioners and served as Chairman of its Committee on Engineering.
Willard practiced law in Jefferson City from 1975 to 1996 in a solo practice and with the firm of Dalton, Reine, and Seiden. In 1996 Governor Mel Carnahan appointed him as a Commissioner of the Administrative Hearing Commission for a term ending in 2002. He retired in 2002.
He was a member of the National Association of Administrative Law Judges, a member of the Missouri and Cole County Bar Associations and served as President of the Cole County Bar. Willard also served on several committees of the Missouri Bar Association.
Willard became a member of the First Baptist Church of Jefferson City in 1957, where he was a member of the Board of Trustees and served on several standing committees. He also served as a member of the Board of Trustees and several committees of the Concord Baptist Association. He volunteered as an attorney in the LegalCare program at the Samaritan Center from its inception in 2003.
Survivors include: his daughters: Cynthia Lee Campbell and her husband Brian of Jefferson City, MO, and Christina Lynne Seiden of Reston, VA; three grandchildren: Zachary Brian Campbell, Cole Spencer Campbell, and Andrea Lee Seiden; three great-grandchildren; his sister-in-law, Gail Ann Bevers of Brownfield, TX; and several nieces and nephews.
He was preceded in death by his parents; wife, Lois; and brother, Lawrence Lee Reine.
Visitation will be held at Freeman Mortuary from 11:00 am until 1:00 pm Wednesday, July 29, 2020. The general public is welcome to attend the visitation while following social distancing guidelines.
Funeral services will be conducted at 1:00 pm Wednesday in the Freeman Chapel with the Reverend Dr. Doyle Sager officiating. Graveside services will follow at Riverview Cemetery.
A webcast of the funeral service will begin at 1:00 pm Wednesday for friends that are not able to attend by going to his memorial page on Freeman Mortuary’s website.
In lieu of flowers, memorials are suggested to the Samaritan Center.
